Primary balance
A government’s budget balance before interest payments: revenue minus all spending except interest. It shows whether the government covers its day-to-day costs, setting aside the cost of past debt.
Example
France’s budget deficit is about 5.4% of GDP in 2026, but about 2.5 points of that is interest, so its primary deficit is about 2.9%.
